Community for the Triangle, a citizens group, is raising concerns about the City of St. Francis’ proposal to build a 7-story residential tower, a 5-story apartment building, and large surface parking lots on the Triangle (Packard/Lake/Howard). This proposal conflicts with the 2015 Comprehensive Plan and the 2017 Future Development Strategic Planning Report, both of which call for a vibrant, mixed-use, pedestrian-friendly downtown district—not high-density residential towers.
Community for the Triangle alleges that the city violated 2 state laws: 1. Actions must be consistent with the Comprehensive Plan and 2. The city needed to follow required procedures for adoption and amendment. Residents believe the Triangle is a catalytic site—a once-in-a-generation opportunity to create shops, dining, and green space that enhances walkability and reflects the community’s character. The current proposal risks blocking lake views, overwhelming nearby neighborhoods, and missing the long-term economic potential envisioned in city planning documents.
Community for the Triangle urges the City to pause the project, comply with state law, and engage residents in designing a development that truly reflects the city’s vision for a downtown district.
